This study investigates the spatial vulnerability to heat waves in Seoul, focusing on socio-economic and demographic factors that exacerbate risk in urban environments. Using data from the summer season of 2022 (JJA) and applying hotspot and cluster analysis, this study identifies vulnerable areas at smaller spatial units (dongs) compared to larger administrative units (gu). The results of the study show that Hotspot analysis reveals that vulnerability to heat wave hazards is higher in the northeast and southwest of Seoul, and areas with higher concentrations of elderly and low-income populations are more affected by heat waves, highlighting the link between climate change and social inequality. To assess the inequality of adaptation policy adoption, the Gini coefficient was used, and the Gini score at the dong level is 0.3187, reflecting greater inequality compared to the score at the gu level of 0.073. These results suggest that smaller spatial units are more effective in identifying and managing heat wave vulnerability. Based on the characteristics of vulnerability, the study presents three clusters of heat wave risk, suggests flexible adaptation boundaries across administrative boundaries, and highlights the need for more equitable resource allocation and climate adaptation strategies. From a climate justice perspective, this study highlights the importance of simultaneously addressing social vulnerability and climate risk through spatial planning, which can serve as a model that can be applied to other cities facing similar climate risks and social inequalities.
