In South Korea, the hot and humid summer climate exacerbates heat-relatedstress in urban areas, further intensifi ed by climate change. Consequently, adaptation strategies for managing urban heat risks have become increasingly critical. Understanding residents' heat exposure experiences and policy preferences is essential for developing context-specifi c implementation strategies to achieve effective climate risk management at the community level. This study aims to explore the potential application of participatory approaches to support decision-making in urban heat risk management policies. The adaptation planning process was identified as encompassing problem identifi cation, risk assessment, planning, and monitoring and evaluation. In this study, we engaged citizens in the adaptation planning process, focusing particularly on problem identification and risk assessment. Participatory workshops, including activities aimed at identifying heat risk awareness and problem-solving needs, measuring heat exposure in daily lives, and conducting experiments to investigate heat risk based on residents' interests, were conducted in Suwon, South Korea. Additionally, implications for adaptation strategies were proposed based on the experiences of the participants. Through this study, we sought to evaluate the extent to which current climate adaptation practices address the needs and preferences of local stakeholders and identify areas for improvement. Additionally, we discussed strategies for enhancing citizen engagement in local heat risk management.
