We compared the differences between nationally provided vulnerability assessments (top-down) and locally active vulnerability assessments (bottom-up) in the adaptation decision-making cycle and how they can be used by planners to develop adaptation measures. We identified differences in the identification of indicators and data, and at what stage in the adaptation decision-making cycle the results can be useful. We also identified other practical barriers (e.g. lack of input data, data protection concerns) in the process of identifying vulnerable populations and in the discussion about the materialisation of the goal and scope. Using the case of adaptation planning in Suwon-si, we aim to identify the differences between national and local risk assessments and discuss what contributes to and influences the process of local adaptation planning and implementation.
